Novice Driver Course
General Information
The Novice Driver Course (NDC) is a requirement for all new drivers not taking a New Driver Education Program or a Licensed Driver Education Program. This may include teenagers or adults who plan to drive with a Co-Pilot but do not wish to complete a driver education program.
The Novice Driver Course lasts approximately 5-6 hours and is typically completed in 2 X 3 hour sessions. Students must hold their class 7 license before registering for the NDC.
Through the NDC students will learn fundamentals such as:
- The Graduated Driver Licensing Program
- PEI’s demerit point system
- Sections of the Criminal Code related to driving
- Sections of the PEI Highway Traffic Act
- Common driving conditions
- Basic vehicle information
Novice Driver Course (NDC) VS New Driver Education Program (DEP)
The 6 hours NDC program covers only a small portion of the information provided in the more extensive, 25 hour driver education program. As a result, the Novice driver program provides a very basic introduction to driving theory while a driver education programs goes into far more detail.
New drivers who complete the NDC must wait 365 days before completing a class 5 driving exam, while new drivers who complete a DEP can complete their driving exam in 275 days. New drivers who complete DEP also receive more favourable vehicle insurance rates than those who do not.
How long does this process take?
The Novice Driver Course is scheduled every month or so in various locations throughout PEI. Students will generally attend a NDC within 1 or 2 months of registering. Students must have their class 7 license before registering for or attending the NDC.
Students completing the NDC must hold their class 7 license for 365 days before completing a driving exam.
How much does the Novice Driver Program cost?
The fee for the Novice Driver Course is set by the Highway Traffic Act Fees Regulations. The cost of the Novice Driver Course is $100 + hst.

In-Car Instruction

Our instructors complete many hours of theory, and in-car training before they are certified as driving instructors and driving examiners with Safe Drivers PEI and the PEI Department of Highway Safety.
